Richard Rubin

Mr. Rubin is an economist and finance specialist with over twenty years of consulting and banking experience working for private consulting firms, investments banks and the United States Overseas Private Investment Corporation (OPIC), a United States export credit agency based in New York and Washington, DC. In addition to his direct experience with Project Finance Advisors, Mr. Rubin has developed an extensive network of contacts including private equity funds that are active in developing countries, as well as leading banks, financial intermediaries and multinational companies willing to make strategic investments in these markets. While at OPIC, Mr. Rubin served as Senior Investment Officer for Finance and was responsible for all of OPIC's loan activities in Russia and the former Soviet Union.

 

PFA has proven expertise developing business plans and implementation financing packages through its well-developed relationships with a broad range of multilateral banks and sophisticated private investors. Moreover, PFA was recently chosen to be a Loan Originator for OPIC under its $100 million Enterprise Development Network (EDN) Program. OPIC's EDN program allows a select group of advisor firms to access OPIC finance and guaranty on a preferred basis.

 

As Managing Director of PFA, Mr. Rubin has managed large teams of international project experts and provided financial expertise for energy and telecoms infrastructure projects in Georgia, Morocco, Algeria, Tunisia, Bangladesh and the former Soviet Union.

 

Mr. Rubin's prior work has served global companies such as United Technologies, Boeing, Bechtel Enterprises and Marathon Oil Group, and he has also worked extensively with the EBRD, the United States Export-Import Bank, the Japan Export-Import Bank, the International Finance Corporation (IFC), J.P. Morgan, Chase Manhattan Bank and other well-known investment banks.

 

Prior to his work at OPIC, Mr. Rubin was an Associate at Lazard Frères Asset Management in New York City; he holds a BA from Stanford University, an MA from the University of Pennsylvania, and an MBA from the University of Chicago School of Business.
