Senior ICT and Telecommunications Consultant
Martin Morell serves as Senior ICT and Telecom Specialist for PFA. He has over 25 years' experience in telecom and information technology, with a strong background in planning, design, cost-justification, implementation and management of systems and services. His expertise also includes regulatory, marketing and commercialization aspects of ICT/telecom initiatives.
Mr. Morell has worked in more than 40 countries, with particular depth of experience in Central/Eastern Europe and former Soviet Union; Latin America; and North Africa and the Middle East. He is proficient in Russian, Spanish, French and Italian.
Mr. Morell recently handled a number of assignments in the Republic of Georgia, in particular as chief technical and market survey expert in a multi-disciplinary team providing support to Silknet (formerly United Telecom Group), the national fixed-line operator, which was seeking financing for expansion of its advanced network platforms (xDSL, CDMA and IPTV). Mr. Morell has also been engaged as chief technical specialist in a number of projects involving commercialization of fiber-optic infrastructures deployed by electrical transmission companies (in Morocco, Honduras and Panama). In Bulgaria, he examined prospects for rural deployment of Wireless Local Loop technology as part of a major effort on behalf of the dominant national operator to extend basic service to underserved and unserved rural areas. More recently, he has worked on both technical and policy/regulatory aspects of a number of Universal Service and "digital inclusion" initiatives (in Armenia, Tunisia and South Africa among others). He is currently part of a team representing the lender in a due-diligence process (technical, commercial, legal/regulatory and financial) related to a $70 million investment in an East Africa regional triple-play and Direct to Home satellite service provider seeking to expand its service offerings across the region.
Additionally, Mr. Morell has extensive experience with international procurement procedures in telecom and IT, including RFP preparation, vendor response evaluation, negotiation and contracting.
In the past Mr. Morell had primary responsibility for the planning, design, cost-justification and implementation of large-scale voice and data networks, including a global network for an international hotel chain consisting of 125 hotels and ten major reservations centers outside the United States. Prior to that he was Telecom Manager for North and Central America for a major international airline.
